Empires are historically very hard to maintain across multiple borders, especially for long periods of time. It's notable that Dijkstra actually attempts to rectify this by doing large-scale resettlement in order to break down the national barriers of the North. We know that the populace of Nilfgaard is becoming war weary. Sure, Emhyr kills all his enemies at home, for the time being. We know that Roche's activities were causing enough distress for Emhyr to give them quasi-independence. It seems that the Nilfgaardian empire will collapse as soon as Emhyr either dies or is put in a position of weakness. Temaria would be in prime position to go fully independent.
